19th National Focal Points Round Table Meeting for South East Asia

On 20-22 April 2022, the European Union Chemical, Biological, Radiological and Nuclear Risk Mitigation Centres of Excellence Initiative (EU CBRN CoE) Regional Secretariat for South East Asia (SEA) held its 19th National Focal Points (NFPs) Round Table Meeting (RTM) in Quezon City, northeast of Manila, the Philippines. 

The meeting gathered partners to the EU CBRN CoE Initiative, members of the SEA Regional Secretariat, partner country representatives and project implementers, to share updates on the Initiative’s major developments in the SEA region, currently composed of ten partner countries*.

The RTM kicked off with opening remarks followed by general updates on the Regional Secretariat’s and partner countries’ latest activities. On the afternoon of the first day, delegates visited the Bureau of Fire Protection (BFP) National Headquarters and the SEA Regional Secretariat office, Quezon City. A celebration of Regional Secretariat milestones was held on this occasion, including the recent signing of a memorandum of understanding between BFP and the United Nations Interregional Crime and Justice Research Institute (UNICRI) formalizing BFP’s hosting of the EU CBRN CoE RS office. The day concluded with a simulation exercise showcasing BFP’s response capabilities to a CBRN incident.

The second day featured diverse presentations, including a presentation on the terms of reference for a new regional project on strengthening CBRN medical emergency preparedness and response capabilities; updates on ongoing CoE projects in the region, including projects dedicated to the enhancement of biosecurity and strategic trade controls for dual-use goods; and lastly, on different ASEAN activities and programmes for CBRN defence, and health sector cooperation on security.  

The final day of the RTM featured a case study on the development and implementation of the Philippine National Action Plan (NAP) for CBRN risk mitigation under the auspices of the EU CBRN CoE, and a discussion on options and methods for the development of a Regional Action Plan (RAP) to strengthen CBRN all-hazards security governance across SEA.

 

* South East Asia (SEA) Regional Secretariat is composed of the following ten Partner Countries: Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand, Viet Nam.
