Maria Rosa Sabbatelli (European Commission): “Collaboration between the EU and partner countries has led to notable achievements in security and non-proliferation”

The United Nations Interregional Crime and Justice Research Institute (UNICRI) has published the third edition of the 1540 Compass, the journal dedicated to the objectives of the United Nations Security Council Resolution (UNSCR) 1540 for preventing the proliferation of weapons of mass destruction by non-state actors.

The issue features an interview with Maria Rosa Sabbatelli, Head of Unit for Global and Transregional Threats and Challenges within the European Commission’s Service for Foreign Policy Instruments (FPI), who offers insights into the European Union’s comprehensive support for UNSCR 1540.

In the context of an increasingly interconnected world and evolving transregional threats, Maria Rosa Sabbatelli discusses the importance of multilateral cooperation and highlights how the EU works hand-in-hand with partner countries to create sustainable, long-term solutions. Her reflections demonstrate the EU’s role as a unifying force in safeguarding global peace and security, while also ensuring respect for national sovereignty.

Central to Maria Rosa’s interview are the initiatives EU CBRN Risk Mitigation Centres of Excellence and the EU Partner-to-Partner (P2P) Export Control Programme, which help to shape the European Union’s response to today’s most pressing security challenges.

Third issue of 1540 Compass

The third edition of the 1540 Compass focuses on domestic controls and measures to secure, account for, and physically protect sensitive materials, as outlined in operative paragraph 3 (a) and (b) of UNSCR 1540. These measures are essential for safeguarding nuclear, chemical, biological, and other sensitive items throughout their lifecycle.

Contributions from across the globe provide rich insights and practical recommendations, including:

  • Three special features exploring the significance of operative paragraph 3 (a) and (b), insights from the Open Briefing, and info on the Group of Experts.
  • Five interviews with influential figures in the field of CBRN, covering strategic trade controls, nuclear and radiological security, and multilateral cooperation.
  • Nine articles featuring national perspectives from Indonesia, Japan, Kenya, and the United States, among others, and contributions from international organizations, such as the OPCW, UNOCT, WCO and many more.
