PROJECT 094: On-site Technical Assistance to the EU CBRN Centres of Excellence Regional Secretariats

Context

The EU CoE Initiative was established in 2010 in consideration of the EU internal – external security nexus: EU security is increased by preventing and mitigating CBRN risks and incidents worldwide related to CBRN materials and agents deliberately or accidently released as acts of criminal, terrorist, industrial, war or natural events.

CBRN threats are continuously evolving and require adapted and prompt responses. Countries shall develop their capacity to identify potential risks and increase their level of preparedness. The EU is actively promoting an inter-regional/global vision that should determine common themes, enhance coordination, foster harmonization of best practices, and improve overall effectiveness.

Overall objective

To address specific global and trans-regional threats to peace, international security, and stability, through enhancing governance and cooperation on CBRN risk prevention, detection, and mitigation.

Specific objective

To improve the detection of and mitigation against risks related to CBRN materials or agents and risks related to installations or sites through the EU CBRN Centres of Excellence Initiative and associated actions.

Activities

  1. Strengthen the governance of CBRN risks at national level in the CoE Partner Countries.
  2. Enhance cooperation at regional level in the 8 Regional Secretariats.
  3. Enhance inter-regional cooperation by developing and disseminating guidelines, operational tools, and procedures.
  4. Establish and maintain a pool of national and international CBRN experts.
  5. Support the implementation of Training Courses, Tabletop and Field Exercises implemented at national, regional and international levels in close cooperation with the Eu services and International Organisations.
  6. Providing local technical assistance within the implementation of CoE projects.

Participants

This project is part of a pre-existing EU activity in the regions and has not resulted from the submission of a CoE project proposal. Due to the different origin of the project, not all countries involved are CoE partner countries.
