PROJECT 105: EU P2P Export Control Programme for Dual-use Goods - Central Asia

Context

Strategic Trade Controls (or export controls) of dual-use items, including material, equipment software and technology, constitute a key non-proliferation instrument to counter evolving proliferation threats, influenced, among others, by rapid technological and scientific developments and transformations in global supply chains. These can create opportunities but also pose new challenges and threats to economic, human and international security.

Dual-use goods are highly sensitive products and technologies that can be used for either civilian (industrial) or military purposes.

Overall objective

To enhance capacities on strategic trade controls of dual-use goods through the creation, consolidation and/or updating of effective strategic trade control systems for dual-use goods in partner countries by offering them a long-term perspective for cooperation and mutual economic benefits of export controls harmonisation.

Specific objectives

  1. Assist partners in developing sound legal frameworks at national and, if applicable, regional level;
  2. Assist partners in developing institutional capacities for the implementation of effective export controls;
  3. Strengthen communities of practice among export control officials, scientists, academia, industry and other stakeholders;
  4. Increase coordination and dialogue with other implementing entities from the EU, international export control regimes, and international organisations.

Activities

  1. Strategic visits and updates of EU P2P partnership roadmaps
  2. Awareness raising and specialised training seminars targeting a wide number of stakeholders
  3. Train-the-trainers  on licensing and enforcement topics
  4. Practical exercises and case studies
  5. Legal assistance in drafting or updating national legislation
  6. Regional cooperation and best practices’ exchange events
  7. Industry outreach and/or assistance in dual-use industry mapping
  8. High level dialogues on specific issues

Expected outcomes

  • Awareness raising of counterparts and key stakeholders in partner countries concerning the implementation of effective dual-use trade control systems.
  • Support in drafting and amending or updating the national legislation, including the adoption of national control list(s).
  • Capacity-building and support to set up and/or to implement an effective licensing system.
  • Capacity-building and support for adopting, reviewing and improving customs, investigations and prosecution procedures related to dual-use items.
  • Identification of and liaison with key stakeholders - including awareness-raising and outreach as well as community-building/networking activities among key stakeholders.
  • Coordination and cooperation with EU implementers, other assistance providers and relevant international organisations (e.g. export control regimes, 1540 Committee, etc.) through regular contacts and exchanges (e.g. coordination groups, international conferences).

Participants

This project is part of a pre-existing EU activity in the regions and has not resulted from the submission of a CoE project proposal. Due to the different origin of the project, not all countries involved are CoE partner countries.
