Context
All of the PCs of the AAF and NAS regions are concerned by security and safety problems of the inland transportation of dangerous goods. Significant quantities of hydrocarbons (fuel and flammable chemicals) are transported daily, although roadway and railway infrastructure is poorly developed and maintained and chemical industry and regulations are almost absent.
Each year there are several road or railway accidents involving trucks and railway wagons with dangerous goods causing serious threat to the population.
Objectives
The Contract aims to provide specialized equipment to manage transport accidents with dangerous goods for first responders in connection with two parallel ongoing service contracts: SECTRANS-AAF and SECTRANS-NAS that focus on capacity building for safer transportation of hazardous materials in two of the eight EU CBRN CoE regions: African Atlantic Façade and North Africa and Sahel.
