
Le Bureau Régional de l’Afrique du Nord et Sahel est établi à Alger, Algérie, auprès de la Délégation aux risques majeurs (DNRM) du Ministère de l'Intérieur.
Le Bureau Régional joue un rôle majeur en aidant à la réalisation des objectifs de l'Initiative des Centres d’Excellence de l’UE pour la réduction des risques NRBC en assurant une coopération et une coordination étroites avec les sept pays partenaires de la région. Le Bureau Régional offre également un soutien avec l'engagement des partenaires techniques régionaux et internationaux, des donateurs potentiels et d'autres parties prenantes dans le domaine de l'atténuation des risques NRBC. Il contribue à l’appropriation au niveau local et, ainsi, à une plus grande durabilité du réseau des Centres d'Excellence.
- Safe transportation of chemical and biological materials
- Detection of illicit trafficking of CBRN materials
- Management of chemical and biological waste
- Support National Focal Points in the implementation of the Initiative in their countries
- Support the establishment and the institutionalisation of National Teams
- Support Partner Countries in completing Needs Assessment Questionnaires and development of CBRN National Action Plans
- Support Partner Countries in the development of regional project proposals
- Assist in the monitoring of CBRN CoE projects
- Facilitate regional cooperation through the organization of regional Round-Table Meetings
- Facilitate coordination with other international organisations and donors
29 projects have been implemented in the region, including those under implementation:
- 85 LABPLUS AFRICA - Strengthening Laboratory Capacities in Africa against CoVID-19 and other epidemics: from set up in Senegal to scale up in Africa
- P76 STRONGLABS - Preventing biological risks increased by environmental and climate change by strengthening Public Health Laboratories
- P75 MEDILABSECURE - Preventing biological risks increased by environmental and climate change in the Mediterranean, Black Sea and Sahel regions by strengthening institutional capacities in the context of One Health
- P74 MEDIPIET - Mediterranean and Black Sea field epidemiology training programme network to increase security in the EU
- P72 SECTRANS - Developing and strengthening the capacities for the management of risks associated with the land transport of chemical and biological materials
- P64 - EU P2P - Export Control Programme for dual use goods 2017
- P63 - Provision of specialized CBRN equipment for the training of personnel of cross-border control in North Africa and Sahel
- P55 FRONSEC - Strengthening cross-border capacity for control and detection of CBRN substances
- High-level decision makers approved the initiative as well as the NRBC National Teams
- Round-Tables organised at Oran, Algiers, Tunis, Djerba, Ispra and Brussels, as well as virtual Round Tables (in 2020 and 2021)
- 8 international meetings of National Focal Points were organised in New York at the United Nations Headquarters (2012), in Brussels at the European Union Headquarters (2013), in Ispra at the European Commission Joint Research Centre (2014), Genval (2015), Brussels (2017 and 2018), and La Hulpe (2016 and 2019)
- Cooperation with the main stakeholders both at international (GICNT, IAEA, UN Country Team, OPCW, BWC-ISU, UNDP, UNODA, UNSCOM 1540 Committee), and regional level (EU Delegations, African Union, League of Arab States), as well as with other donors (Embassies of Belgium, the United States, Spain, Finland, France, Japan, Norway) and initiatives (German Federal Office for Economic Affairs and Export Control - BAFA), International Organization for Civil Protection (OIPC), World Health Organization (WHO), Organization for the Prohibition of Chemical Weapons (OPCW)
