The EU CBRN Risk Mitigation Centres of Excellence is a global initiative funded and implemented by the European Union to promote peace, stability, and conflict prevention.
The Initiative supports Partner Countries in mitigating CBRN risks and strengthening all-hazards security governance through a voluntary and needs- based approach. Support includes:
- National needs and risk assessments
- National and regional action plans
- Legal and regulatory reviews
- Table-top and field exercises
- Capacity building, training, and peer-to-peer exchanges
The EU CBRN CoE Initiative is led by the European Commission’s Service for Foreign Policy Instruments, in coordination with the European External Action Service and the Joint Research Centre. It is funded under NDICI Global Europe and represents the EU’s largest civilian external security programme.
The United Nations Interregional Crime and Justice Research Institute (UNICRI) ensures a coherent and effective national, regional and international cooperation, while other relevant international and regional organisations and experts (CBRN professionals, practitioners etc.) also contribute to the EU CBRN CoE.
A global network of cooperation
The CoE network brings together experts and practitioners from 63 Partner Countries across 8 regions. Cooperation takes place at national, regional, and international levels to strengthen CBRN risk mitigation and promote a global culture of safety and security.
Participation is voluntary and country-driven. Each Partner Country contributes its expertise and retains ownership of the Initiative's impact. This approach is central to the sustainability and effectiveness of the network.
