The European Union’s Foreign Policy Instruments (FPI) has released its publication ‘40 Actions That Made a Difference: EU Foreign Policy Instruments 2019-2024’, showcasing impactful initiatives turning EU foreign policy into action across diverse regions and sectors worldwide.

Far from exhaustive, the booklet illustrates the wide range of activities the EU is currently invested in and will remain so in order to play its role as a global actor, notably in peace and security, public diplomacy, democracy and rule of law

CBRN Master’s in Africa and dual-use controls in Morocco

Among the highlighted initiatives, EU CBRN Centres of Excellence and EU P2P Export Control Programme projects take centre stage, notably: the establishment of the CBRNe African Master's Programme, and the advancing of dual-use export controls systems in Morocco.

  • CBRNe Master’s in Africa: With EU support, Africa's first specialized CBRNe Master’s program was launched, equipping officials and operational staff to tackle CBRN threats effectively. Over two years, 50 participants from eight West African nations completed the program, blending theoretical knowledge with practical training. This initiative not only enhances regional capabilities to manage CBRN risks but also fosters collaboration across borders to address shared challenges.
  • Export control advancements in Morocco: In another milestone, Morocco strengthened its dual-use export control systemsunder EU guidance, becoming the second African nation to implement such a mechanism. By harmonizing with international standards, Morocco now manages dual-use goods (civilian and military applications) through a structured control list modeled on EU frameworks. This achievement strengthens security while unlocking economic benefits for the country.
