PROJECT 033: Strengthening the national CBRN legal framework and provision of specialized and technical training to enhance CBRN preparedness and response capabilities

Context:

Strengthening a non-proliferation regime and counteractions against the threat originating from terrorist activities require appropriate measures for combating illicit trafficking and criminal use of CBRN materials. CBRN weapons constitute a threat to global peace and security and their mitigation is linked to national or regional efforts on preventing any supply of such materials or any kind of support to make them available. Several African countries would need to build up and strengthen legislation and develop efficient enforcement measures to fulfill international obligations.

Objectives:

The project has two components.
Component 1 has the objectives of identifying needs and gaps of the legal system in partner countries, and identifying areas for development in the perspective of complying with the international obligations for CBRN risk mitigation including border monitoring to fight illicit trafficking of CBRN materials.
Component 2 focuses on providing the capacity building, testing, and training for the different agencies and services involved in CBRN preparedness and response.
