Context
The main objective of this programme is to contribute to the creation, consolidation or updating the effective export control systems for dual use items in partner countries by continuing to offer them a long-term perspective for cooperation.
Objectives
A number of specific purposes relate to the general objective and provide the rationale behind EU cooperation in dual-use export controls. These specific purposes also provide a link between the general objectives, strategy, and related work packages:
- Increased awareness and readiness among government officials and the industry and research community;
- Improved international and regional cooperation and communication on export control;
- Enhanced legal and regulatory framework in the sphere of dual-use export controls, highlighting the usefulness of a regional dimension in the framework of ASEAN;
- Enhanced capacities of relevant authorities of the partner countries to implement export control regulations and to effectively control the trade in these items by means of a licensing system;
- Enhanced capacities of relevant enforcement as well as investigation/prosecution authorities (customs, judicial sector et alia) of the partner countries to enforce export control regulations;
- Improved industry-government relations and cooperation and accordingly enhanced compliance by industry and the research community;
- Improved national and regional human and technical resources in order to ensure the sustainability of outreach efforts
- Ability to respond effectively to new and emerging proliferation challenges in the field of export controls
- Development of an over-arching export control culture that contributes to sustainability and effectiveness
