Project 056: On-site Technical Assistance to the Chemical, Biological, Radiological and Nuclear Centres of Excellence Secretariat in Algiers and Tashkent

Context

The EU CBRN CoE Initiative covers the Middle East, the region of the Gulf Cooperation Council Countries, Central Asia, North Africa, Atlantic façade (North West Africa), Central and Eastern Africa, South East Europe and Ukraine, Moldova and South Caucasus as well as South East Asia. A network of more than 40 countries is established and its main objective is to improve national CBRN risk mitigation policies and upgrade crisis preparedness mechanisms through the implementation of concrete actions in the areas of export control of dual-use goods, illicit trafficking of CBRN materials, bio-safety and bio-security and the engagement of scientists.

Overall objective

To enhance the technical capabilities of the CoE Secretariats.

Specific objectives

  1. Increase local ownership;
  2. Strengthen regional cooperation while bringing trust the local level;
  3. Reinforce technical cooperation at the national, regional and international level;
  4. Increase impact and sustainability of projects’ results.

Activities

  1. Providing technical assistance to the National Focal Points and National Teams;
  2. Providing technical assistance to the Regional Secretariats;
  3. Providing technical assistance within the implementation of CoE projects.

Achievements (expected)

  • Assisting partner countries to perform and update regularly a complete needs assessment at national level, as well as to develop a comprehensive CBRN National Action Plan;
  • Supporting partner countries to prioritise needs and draft specific project proposals;
  • Facilitating cooperation between partner countries and implementing agencies concerning the implementation of projects;
  • Organising local experts’ meetings to share information and experience related to CBRN issues;
  • Organise trainings for the NFPs/National CBRN teams.

Participants

This project is part of a pre-existing EU activity in the regions and has not resulted from the submission of a CoE project proposal. Due to the different origin of the project, not all countries involved are CoE partner countries.
