Context

Countries in the SEEE region have a well-established and developed traditional forensic capabilities for investigation and preparation of court cases. At the same time, knowledge and equipment to carry out traditional forensics in a CBRN environment required improvement.

As such, strengthening crime scene forensic capabilities in investigating CBRN incidents in the South East and Eastern Europe region was aimed to address these needs and gaps. In this sense, project 58 will complement the action entitled "Strengthening crime scene forensics capabilities in investigating CBRN incidents in the South East and Eastern Europe region” (Project 57).

Overall objective

To provide the necessary equipment to countries in the Western Balkan and Black Sea regions in order to enhance CBRN forensics capacity in the South East and Eastern Europe (SEEE) region.

Specific objectives

  1. Strengthen the existing traditional forensic capabilities in investigating CBRN incidents among police and security experts;
  2. Foster the establishment of networks of CBRN and forensics-related institutions and networks of forensics experts dealing with investigations at the sub-regional level.

Activities

  1. Procurement and delivery of the equipment to the beneficiary countries’ end users;
  2. Support and communication activities.

Achievements

  • CBRN forensics mobile laboratories/equipment were procured and provided, as well as basic training on the use of the equipment;
  • 2 Specific training sessions were conducted on the effective operation of the mobile laboratories, in addition to the equipment supply.

This project is part of a pre-existing EU activity in the regions and has not resulted from the submission of a CoE project proposal. Due to the different origin of the project, not all countries involved are CoE partner countries.
