Context
The EU P2P Export Control Programme for Dual-use Goods aims at cooperating with strategic partners to jointly enhance the effectiveness of dual-use trade control systems worldwide by sharing experiences and best practices and supporting compliance with international obligations, most notably under the UN Security Council Resolution 1540.
Overall objective
The project´s overall objective is to contribute to the establishment, consolidation or update of effective strategic trade control (STC) systems for dual-use goods by offering a long-term perspective for cooperation and mutual economic benefits of export controls convergence. The project offers technical and legal cooperation activities tailored to specific priorities identified with partner countries.
Specific objectives
- Contribution to the increase of key stakeholders’ and counterparts’ awareness of the implementation and challenges of effective dual-use trade control systems;
- Contribution to the drafting, amending or updating of trade control legislation, including the adoption of national control lists;
- Contribution to the setup, implementation, review and operation of effective licensing systems, and to the enhancement of customs, investigation and prosecution procedures;
- Identification of and outreach to key stakeholders and the wider community and building of networks;
- Regular coordination and exchange with other cooperation programmes and relevant international organisations.

Achievements
- Cooperation with other partnership programmes in Southeast Asia: The EU P2P established a 6-monthly coordination meeting for partnership programmes involved in supporting the enhancement of strategic trade management systems for dual-use goods in the region (EU, US, UNODA, WCO, Japan, Australia, Republic of Korea, Singapore, Germany, United Kingdom).
- Lao PDR: The EU P2P successfully supported the Government in adopting the first legislation of the country (in December 2023) for managing the trade of dual-use items. Work is ongoing now to support the drafting of implementing regulations.
- Viet Nam: The EU P2P, in collaboration with the US EXBS programme, has been assisting Viet Nam in the process of elaboration and drafting of the first national Law managing the trade of dual-use items.
- Brunei Darussalam: The EU P2P, jointly with Singapore, has supported the Government of Brunei Darussalam to draft the first legislation of the country for the management of trade of dual-use items.
- Malaysia and the Philippines: The cooperation has mobilised high-level European expertise with activities supporting the implementation and enforcement of national laws, the assessment of proliferation financing risks, the classification and identification of dual-use goods, etc.
- Thailand: The EU P2P, together with the US and Japan, successfully increased the awareness of the Government of Thailand on measures necessary for the establishment and implementation of an authorisation system for the exports of dual-use goods and technologies.
- Cambodia: The EU P2P, together with UNODA and the US EXBS programme, has raised the awareness of the Government of Cambodia on the benefits of establishing a national system for the management of trade of dual-use items. IT also supported Cambodia in elaborating its proliferation finance national risk assessment (PFNRA) report.
- Indonesia: After a break of several years, the EU P2P organised activities on strategic trade management, in partnership with the US EXBS programme.
