
The CBRN CoE Regional Secretariat for the South East Asia region is located in the Philippines and is hosted by the Malacañang Palace in Manila, the official residence and principal workplace of the President of the Philippines.
The Secretariat plays a major role in helping achieve the objectives of the CBRN CoE through ensuring a good level of cooperation and coordination among the ten Partner Countries. The Regional Secretariat also provides support with the engagement of regional and international technical partners, potential donors and other stakeholders in the area of CBRN risk mitigation. It contributes to build local ownership and to a greater sustainability of the CBRN CoE network.
- Support the establishment and the institutionalisation of CBRN National Teams
- Support Partner Countries in the development of CBRN National Action Plans
- Support Partner Countries in the development of regional and sub-regional project proposals
- Collect information and assist in the monitoring of ongoing CBRN CoE projects
- Organise regional Round-Table Meetings
- Enhance ownership by Partner Countries in the region
- Reach out and coordinate with other international organisations and donors
Since 2011 the region has participated in 28 projects, of which the following 4 projects are ongoing:
- P90 EU P2P - Export Control Programme for Dual-use Goods in Southeast Asia
- P81 BIOSEC - Enhanced Biosecurity in South-East Asia
- P62 - On-site Technical Assistance to the EU CBRN CoE Regional Secretariat in South-East Asia
- 19 National Focal Points Round-Table Meetings held, including meetings in Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Myanmar, the Philippines, Thailand, Viet Nam, the European Commission (EC) Headquarters in Brussels, the EC Joint Research Centre (JRC) in Ispra, the United Nations (UN) Headquarters in New York, and one virtual meeting during COVID-19
- 9 International Meetings of National Focal Points held, including meetings at the UN Headquarters in New York (2012), the EC Headquarters (2013, 2015, 2016, 2017, 2018, 2019, 2022) and at the EC JRC (2014)
- 9 Heads of Regional Secretariats Meetings held at the EC Headquarters between 2013 and 2020, and two virtual meetings held during COVID-19 (2020, 2021)
- 4 Preparatory Heads of Regional Secretariats Meetings held, including in Morocco (2018), Uzbekistan (2019), a virtual meeting hosted by Kenya (2020), and Turin (2021)
- 1 CBRN CoE Regional Experts Round-Table Meeting held in the Philippines (2016)
- 1 CBRN CoE Academy held in Turin, Italy (2022)
- 17 Regional Webinars held to share knowledge and experience during COVID-19
- Cooperation with international stakeholders (UNSCR 1540 Committee, OPCW, BWC ISU, IAEA, WHO, WOAH, UNOCT, UNODA, UNODC, UNDP, GICNT, INTERPOL, and others), regional stakeholders (ASEAN, ARF, ASEAN CBR Network, UNRCPD), national stakeholders as well as donors (Embassies of EU Members States, Australia, Canada, Japan and the USA) and initiatives (German Federal Office of Economics and Export Control, BAFA; US Department of Defense, Defense Threat Reduction Agency; Department of Energy; Export Control and Related Border Security Program)

South East Asia holds 19th National Focal Points Round Table Meeting
The three-day event included a ceremony celebrating the recent signing of a MoU formalising the hosting of the SEA Regional Secretariat office at the Philippines’ Bureau of Fire Protection National Headquarters in Quezon City.
