Libya Takes Major Step Forward in CBRN Safety and Security with EU Support

This achievement is attributed to Libya's active participation in the European Union's CBRN Centres of Excellence (CoE) initiative, which offers technical assistance to nations for strengthening their CBRN safety frameworks. 

Endorsed by the Libyan National Authority for the Chemical Weapons Convention on September 18, 2025, the CBRN NAP outlines Libya's strategic priorities drafted by the CBRN task force of experts from Ministries, authorities and agencies to prevent, prepare for and mitigate CBRN risks and threats. The plan focuses on four primary objectives: establishing institutional and operational frameworks to minimize CBRN agent access, enhancing preparedness and response capabilities for CBRN incidents, fortifying domestic and international CBRN safety links, and implementing export controls for dual-use items. This approval signifies Libya’s commitment to addressing CBRN threats and its openness to international partnership in achieving these goals.

The EU's CBRN CoE initiative has been crucial in supporting Libya’s development of this action plan, promoting regional cooperation on CBRN issues, and contributing to peace, stability, and conflict prevention. The initiative, funded by the EU, aims to mitigate risks and reinforce comprehensive security governance in partner countries. Libya’s adoption of the CBRN NAP not only highlights the effectiveness of the EU's support but also underscores the necessity of international cooperation in tackling global CBRN challenges and the importance of ongoing support to sustain these efforts.
