The EU CBRN Centres of Excellence contributes to the international debate around CBRN risk mitigation with an in-depth news feature published on CBNW, the leading magazine in the CBRNe community. The release discusses current challenges in prosecuting CBRN crimes and introduces the Prosecutor’s Guides to Chemical, Biological, Radiological and Nuclear crimes.

In the news contribution, Talgat Toleubayev, Regional Coordinator for the EU CBRN CoE South East and Eastern Europe Regional Secretariat, reflects on the necessity of strengthening the prosecution of CBRN crimes - the weakest links in the CBRN Safety and Security domain.

“Ultimately, when a CBRN incident occurs, potentially posing serious repercussions for the national security of any given country, relevant authorities realize that investigation and prosecution constitute the weakest link in the entire chain of prevention, detection, and response.”

Prosecutor’s Guides to CBRN crimes

The release presents the series of Prosecutor’s Guides to Chemical, Biological, Radiological and Nuclear crimes, a spin-off initiative rooted in the EU CBRN Centres of Excellence. Funded by the European Union and developed under the coordination of the United Nations Interregional Crime and Justice Research Institute (UNICRI), this series of guidance manuals will support prosecutors and justice authorities to bring the criminal case from a CRBN-contaminated crime scene to the courtroom.

The first release is the ‘Prosecutors Guide to Chemical and Biological Crimes’, published in 2022. The second publication is the “Prosecutor’s Guide to Radiological and Nuclear Crimes”, scheduled for release in early 2024.
